JOINT FIRST RESPONDERS TRAINING FACILITY – CARLSBAD
The City of Carlsbad is evaluating the costs and benefits of building a state-of-the-art training facility that would include a pistol and rifle firing range, commercial and residential fire training components, and a public works training facility. The City retained RSG to verify projected operation costs and to identify potential public and private agency users that may also use this facility. Specific tasks include facility operating cost projections; identifying current City public safety training costs and potential travel time, fuel, and vehicle maintenance cost savings the City may accrue if a training occurred in the City versus throughout San Diego County; and identifying the potential public and private agencies that may use this facility, the number of hours these agencies would use the facility, and the fees these agencies would be willing to pay to use the facility. The engagement includes preparing a business plan that the City could use to capture outside agency interest and to recover facility operating costs, including the cost of funds required to build the facility. The engagement also entails City Council briefings and public presentations.
