REDEVELOPMENT AND AFFORDABLE HOUSING SERVICES - SAN JACINTO
RSG prepared a Comprehensive Affordable Housing Strategy (December 2006) and Inclusionary Housing Ordinance (May 2007) for the San Jacinto Redevelopment Agency to assist the production of affordable housing units to fulfill the Agency’s and City’s housing production needs and to identify priorities for the expenditure of LMIHF monies and inclusionary in-lieu fees. RSG managed all aspects of the assignment in conjunction with Agency staff, including preparation of implementation strategy recommendations, housing market evaluation and detailed affordability gap analyses, identification of inclusionary requirements and calculation in-lieu fees alternatives, and nexus analysis. RSG also prepared the Agency’s Five-Year Implementation Plan and the 2007 Mid-Term Review. The firm continues to provide affordable housing development assistance in evaluating developer proposals on an on-call basis to the Agency, preparing independent financial pro forma analyses to identify financial assistance needs and to formulate project-specific recommendations and business terms for negotiation of Disposition and Development Agreements.
