Felise Acosta


Felise Acosta joined RSG in 1987 and has served as a Principal and shareholder since 1991. She has over 30 years of experience in planning, community development, affordable housing, governmental management, fiscal analysis and economic development for both the public and private sectors. Before joining RSG, Ms. Acosta served for nine years as the Community Development Officer for the City of Buena Park developing and managing the City's redevelopment, housing, and economic development programs and activities. Prior to Buena Park, Ms Acosta served in various planning positions with the City of Carson. Her tenure in the public sector provides her with a unique economic and political perspective along with expertise to help clients strategize and execute projects for the greatest level of community impact. She is widely recognized in California for her expertise in property tax and tax increment revenue analysis.

Recent Engagements
• Provides a variety of ongoing consultant assistance to the cities of Lake Forest and Westminster. Work for the two cities includes fiscal analysis, affordable housing, staff training and economic development implementation.
• Under Ms. Acosta's oversight, RSG has prepared annual 5-year property tax revenue projections for the Orange County Fire Authority (OCFA) Structural Fire Fund for twelve consecutive years. This task involves research and analysis of development and real estate transactions and trends for 15 cities and the unincorporated territory within Orange County.
• Completed multiple Nexus Studies in support of the adoption of an Inclusionary Housing Zoning Ordinance (adopted in December of 2011) for new development (encompassing all land use types) within the City of Fontana.
• Completing a comprehensive audit of the City of Carson's implementation of its Mobile Home Rent Control Ordinance. The purpose of the audit is to determine: 1) overall cost of the Ordinance to the City; 2) the effectiveness of the Ordinance in providing affordable housing to low income residents; and 3) how the City's implementation of the Ordinance meets best practice standards.

By crafting and executing organizational and financial strategies that make lasting imprints in the community fabric of her client jurisdictions, Ms. Acosta personally thrives on and nurtures her commitment to community excellence. She is also a natural mentor and believes in building RSG's human capital with a focus on developing effective leaders in the community development arena.
