Frank Spevacek
Principal
Frank Spevacek has worked in the community development, redevelopment, and real estate fields for 34 years. Prior to founding RSG in 1979, he worked as management and redevelopment staff for the cities of Irvine, Santa Monica, and Culver City. Clients include public agencies and private enterprises that are involved in community revitalization, redevelopment, and affordable housing. Mr. Spevacek is a guest lecturer at the University of California-Irvine, San Diego State University, and for the California Redevelopment Association (CRA).
Mr. Spevacek's primary duties include engagement management and client interface. His practice entails establishing and implementing economic development and affordable housing strategies, analyzing development proposals, structuring agreements, and managing site-specific development and redevelopment projects. In addition, Mr. Spevacek has managed the design and development of sustainable affordable housing.
Since the birth of RSG more than 30 years ago, Mr. Spevacek has been a leading force in the company's evolution, proactively and intelligently adapting RSG's business practices to the ebbs and flows of California's economic, political, and social landscape. He offers the same approach to his clients, crafting innovative solutions that are forward-thinking and adaptable to the changing landscapes of local government and the economy. Because of Mr. Spevacek's and the firm's time-tested commitment to these values, RSG is in the business of cultivating lasting relationships with long-standing clients.
Likewise, Mr. Spevacek's most notable client achievements have occurred during his 22-year tenure as contract redevelopment, economic development, financial, and affordable housing staff to the City of La Quinta. Located in the Coachella Valley, La Quinta was once a small rural community at the urban edge. Mr. Spevacek has assisted with securing 1.0 million square feet of retail space, 1,300 affordable housing units, and 500 hotel rooms. In addition, he established the annual economic development and the annual financial management planning efforts that have generated consistent economic development investment and sound municipal finances. A notable accomplishment is Vista Dunes, an 80-dwelling neighborhood that is affordable to very low-income families. Instead of retaining a development company, La Quinta retained RSG and Mr. Spevacek to acquire the former mobile home park, relocate 385 residents, and design and construct this sustainable community. Vista Dunes has subsequently received LEED Platinum certification, a CRA Award of Excellence, the League of California Cities Helen Putnam award, the Home Depot Foundation Green Builder Award, and other recognitions.
