Matt McCleary

Associate and Project Manager

Matt McCleary has 10 years of experience in community and economic development services in both the public and private sectors. Before joining RSG, Mr. McCleary worked as a land development and entitlement consultant, as well as a city administrator and economic development director. Having successfully engaged in development activities from both the private and public sector perspectives, Mr. McCleary is skilled at navigating a project from concept to completion.

Mr. McCleary manages a diverse portfolio of projects including feasibility studies, implementation plans, developer evaluation and selection, financial analyses, construction projects, and ongoing governmental services. Mr. McCleary has also managed a myriad of redevelopment plan amendments ranging from over $8 billion in increased tax increment revenue limits, raising bonded indebtedness limits, extending and reestablishing eminent domain, adding territory to a project area, removing territory from a project area, and merging project areas. Mr. McCleary's project management responsibilities include interacting with clients and community members, analyzing data, writing reports, presenting findings, and coordinating analysts, interns, and subconsultants.

Since 2008, Mr. McCleary has been Project Manager for an ongoing assignment for the City of Twentynine Palms. In this assignment, RSG acts as external staff for the Twentynine Palms Redevelopment Agency. In his capacity as Project Manager, Mr. McCleary is responsible for coordinating communication between internal and external staff, drafting redevelopment documents and staff reports, and providing services, as needed, by the City Manager. Mr. McCleary led the City's recent marketing and branding campaign, and is overseeing three current building and infrastructure projects.

In 2009, RSG was retained by the City of Carlsbad to provide a fiscal analysis of the City's proposed public safety training facility, including a firing range and fire safety training components. Mr. McCleary interviewed personnel from both police and fire departments, created financial models to demonstrate the facility's revenue potential, and drafted a business plan. RSG's business plan was utilized by staff as part of the support documentation that led to the facility being approved for construction.

Mr. McCleary is engaged in community and economic development services for the opportunity to work collaboratively with elected government officials and staff, the private sector, and community leaders and residents. Long-term community development that has the greatest positive impact is not possible without all of these groups working in harmony together.
