Sherry Fuller

Associate and Project Manager

Sherry Fuller joined RSG in 2006 and has over 10 years of experience providing consulting services to clients in the private and public sectors. Before joining RSG and prior to making the decision to attend law school, Ms. Fuller was a senior project manager for a research firm that specializes in providing customized market research for major automobile and other manufacturers. Ms. Fuller has a history of successfully bringing projects to completion on time and typically under budget.

Ms. Fuller manages a variety of projects, including feasibility studies, redevelopment plan amendments, implementation plans, affordable and workforce housing strategies and replacement plans, developer evaluation and selection, and financial analyses. Ms. Fuller's project management responsibilities include interacting with clients and community members; collecting, evaluating, and analyzing data; writing reports; presenting findings; and coordinating analysts, interns, and subconsultants.

Recently, Ms. Fuller's work has focused on redevelopment plan amendments. While all plan amendments have some similar elements, most are very different from each other, depending on the ultimate objective. For example, plan amendments in Westminster and Whittier were completed to permit the use of redevelopment funds to expedite construction of new police facilities. Plan amendments in Shasta Lake and Fontana were undertaken to add recently annexed city territory to existing redevelopment areas to fund important infrastructure improvements such as street paving and repair, storm drains, and sewer lines and systems.

Ms. Fuller is drawn to housing and is an emerging specialist in affordable housing requirements. She has prepared numerous compliance plans, replacement plans, and housing strategies; provides technical support to a client city as it works to comply with a judgment; assists with developer selection for affordable housing projects; and provides training to RSG staff and clients on affordable housing requirements. One of Ms. Fuller's first work assignments while in law school was with a housing rights organization, which provided the foundation for Ms. Fuller's interest in this area.

People often ask Ms. Fuller why she has chosen to work at RSG rather than practice law. While Ms. Fuller passed the California bar exam in 2005, she is a social science and policy geek at heart, who has some knowledge of the law. Ms. Fuller enjoys taking a multidisciplinary approach to solving problems, looking at issues from social, economic, political, and legal perspectives. She enjoys studying communities within the framework of these perspectives and working with community members, elected officials, and staff to make California's communities even better.
