Suzy Kim

Senior Analyst and Project Manager

Since joining RSG in 2006, Suzy Kim has consulted over 30 clients throughout California in redevelopment, economic development, and affordable housing. Ms. Kim first started working in community and economic development as an intern with a national policy advocacy organization in 2002 and has experience in the public, private, and non-profit sectors. Her first-hand experience in these diverse environments gives her a unique understanding of the link between legislative policy, local government, and non-profit service providers that informs her work at RSG.

Ms. Kim's primary duties at RSG include project management, report preparation, and data analysis. She specializes in preparing redevelopment plan adoptions and amendments, feasibility studies, implementation plans, and financial analyses. Ms. Kim has extensive knowledge of California Community Redevelopment Law and strives to harmonize the need to meet standard legal requirements while addressing each client's unique set of circumstances.

In 2009, Ms. Kim worked with the Willits Community Redevelopment Agency to ascertain their limitations, opportunities, and alternatives for a redevelopment plan that was set to expire in five years. She analyzed the benefits and drawbacks of extending the term of the redevelopment plan versus allowing the plan to expire. The report presented the Agency's authority to administer projects and programs, receive future redevelopment tax increment, and spend remaining balances in the non-housing and low and moderate income housing funds after the termination of their only redevelopment plan. This is an issue many agencies are beginning to face as their redevelopment plans near the time limit on their effectiveness.

Ms. Kim values the opportunity to make a positive impact on local communities by working with clients at RSG, both on an everyday level that goes unnoticed and on a monumental scale that leaves a legacy for years to come.
