Thomas Hughes
Analyst
Thomas Hughes joined RSG in 2009 and has over two years of experience with over eight client projects in redevelopment planning and municipal finance services. He has specific expertise in pro forma analysis and in fiscal consultant services for redevelopment agency bond issues and public agency property tax revenue projections. Additionally, he has experience with blight research for the expansion and merger of project areas.
In 2009, Mr. Hughes served as lead analyst for the City of Ridgecrest's Five-Year Implementation Plan and Fiscal Consultant's Report. In this capacity, he created models to project tax increment revenue and oversaw data collection and analysis efforts. In this roll, he helped identify and address shortages in the City's stock of affordable housing, leading to a renewed emphasis on infill development to increase the City's housing stock.
Prior to joining RSG, Mr. Hughes interned for two years with the Redevelopment Agency of the City of Huntington Beach. In this position, he aided the City's real property agent in property acquisitions and dispositions, and conducted field research for a proposed expansion of the City's Merged Redevelopment Project Area.
Mr. Hughes' professional goals include helping to create livable communities through sustainable development and smart infill strategies. He enjoys community and economic development for the opportunity to apply rigorous financial analysis to complex political and social issues.
