Ya-yin Isle

Associate and Project Manager

Ya-yin Isle first joined RSG as an Associate in 2006 and recently rejoined the company in 2010, with over 10 years of experience in redevelopment and planning in California. After working in current planning for the City of Roseville during a period of tremendous building, Ms. Isle joined the Sacramento Housing and Redevelopment Agency, where she had the opportunity to work in several redevelopment project areas on a wide variety of redevelopment and economic development projects. Her major accomplishments include the formation of a property-based business improvement district, implementation of an award-winning urban design plan, acquisition and relocation of properties, adoption of a new redevelopment project area, and an amendment to a redevelopment project area to add significant acreage amidst community controversy. More recently at RSG, Ms. Isle has further broadened her redevelopment experience by working on projects ranging from implementation plans to tax increment pass-through audits. She has specific expertise in redevelopment project area adoptions and amendments, strategic planning, and project area committee and community outreach.

In 2007, Ms. Isle served as RSG project manager for a tax-increment pass-through calculation and audit for the City of Grand Terrace. In this capacity, she redesigned spreadsheets to calculate and summarize pass-through and debt service amounts and analyzed County-administered pass-through payments, Agency-administered pass-through payments, and statutory payments to eligible taxing entities.

While at the Sacramento Housing and Redevelopment Agency, Ms. Isle was the Project Manager for the 65th Street Redevelopment Plan Adoption and the Army Depot Redevelopment Plan Amendment. Ms. Isle managed these simultaneous projects through all phases, including the formation and staffing of new project area committees, community outreach, the EIR process, Implementation Plans, and presentations at public hearings. Key to the successful formation of the 65th Street project area was getting all the major stakeholders involved and working together toward a common vision for the area. The amendment to the Army Depot Redevelopment Area was challenging in that major stakeholders in the area were initially distrustful and unconvinced of the benefits of redevelopment. Extensive community outreach went into building consensus and ultimately approval of the project.

Ya-yin absolutely believes that the physical environment in which we live is important in our everyday lives. While she was in high school, a major redevelopment project in the city where she grew up led Ya-yin to the planning field. Through her work experience, she has gained an understanding and appreciation of how redevelopment and community development has an ability to positively affect a community. She is committed to helping improve communities, especially those areas that have suffered the most neglect.
