When it comes to affordable housing consulting services, RSG is truly a one-stop shop. We have helped cities of all sizes with every aspect of development and administration of affordable housing programs - from implementation strategies, market assessments and project planning, to program implementation, project financings, and development management.
We are committed to developing creative affordable housing solutions for our clients and for future residents. Our core consulting competencies in the area of affordable housing are extensive. We prepare five-year implementation plans, housing production and expenditure compliance reviews, midterm reports, and HCD reports for redevelopment aogencies, as well as assist with consolidated plans and housing elements for cities. We evaluate regional and local housing markets and demographic trends, and assess local jurisdictions’ housing needs. We design and implement affordable housing programs, including single-family ownership, multifamily rental and mixed-use developments, mobile home park conversions, second trust deed loan programs, and property rehabilitation loan programs.

We often serve in a project management capacity for our clients, preparing development programming studies, conducting market evaluations and pro forma analyses, soliciting developer and owner participation proposals, and negotiating disposition and development agreements. We acquire property, prepare planning recommendations, manage site delivery activities, and oversee the site preparation work and construction or rehabilitation of the improvements.
We also serve as contract staff to public agencies in administering their long-term housing program requirements and ensure the timely submittal of required affordability reports, as well as analyzing the reports to verify accuracy. In addition, we prepare the myriad of paperwork necessary to meet ongoing bond financing requirements, redevelopment law obligations, and regulatory agreement conditions.
RSG has prepared numerous housing production plans and managed the development and occupancy of over 6,000 affordable units. What is the secret of our success? Developing affordable housing projects requires services from a highly experienced consultant with a thorough understanding of current real estate conditions and knowledge of for-profit and nonprofit financing criteria and redevelopment requirements, as well as knowledge of available local, state, and federal financing resources. RSG has assisted our clients in developing single-family ownership, multifamily rental projects, and mixed-use developments leveraging local assistance, including housing set-aside funds with other resources to ensure sustainable long-term affordability of the community’s supply of low- and moderate-income housing.
Housing Program Administration
Homebuyer Assistance Programs, Multifamily Rental Housing Programs, LIHTC and Revenue Bond Financings, Regulatory Agreements, and Neighborhood Housing Rehabilitation Programs
Administration of homebuyer assistance loan funding, including homebuyer education, eligibility determination, escrow closings and annual monitoring are areas in which RSG brings substantial experience. For multifamily apartments and mobile home parks located throughout the state, RSG ensures that program and project operations are consistent with bond or other financing provisions, including oversight of a project’s financial status and affordability requirements, annual income recertification, and compliance monitoring reporting.
