

As you may have heard, State Housing Trailer Bill AB 101 has allocated a one-time funding amount of $250,000,000 to the Local Government Planning Support Grants Program. This new program will be managed by the Department of Housing and Community Development (HCD), to help in accelerating housing production along with the implementation of the Regional Housing Needs Assessment (RHNA) 6th Cycle, which covers the planning period of January 1, 2019 to August 31, 2027.
The $250,000,000 will be split with $125,000,000 going to jurisdictions and the other $125,000,000 going to Councils of Government in amounts matching that of what was provided to the individual jurisdiction in their respective COG. Jurisdiction funding is based on population size. Program funding for the jurisdiction can be utilized for the following activities:

Rezoning and updating planning documents

Completing environmental clearance to eliminate need for project-specific review

Infrastructure planning

Developing or improving accessory dwelling unit ordinance
While HCD is still working on updating their website with the grant information and releasing an application, the tentative deadline for the jurisdictional application is July 1, 2020 and for the COG application, January 31, 2021.
