

This is sure to be one of many reminders to start the application process for the Local Early Action Planning Grants Program (LEAP). With what is anticipated to be a drastic increase in housing needs set forth in the 6th cycle of the regional housing need assessment (RHNA), funding to increase affordable housing is more critical than ever. LEAP allocates funding in the amount of $119,040,000 million for local governments to help in accelerating housing production and the implementation of the RHNA 6th Cycle, covering the planning period of January 1, 2019 to August 31, 2027. Program funding for jurisdictions can be utilized for the following activities:

Rezoning and updating planning documents;

Completing environmental clearance to eliminate need for project-specific review;

Infrastructure planning;

Developing or improving accessory dwelling unit ordinance; and
-
Supplementing the budget for activities previously approved under SB 2’s Planning Grant Program.
The maximum funding grant amount is based on jurisdiction population, with a minimum award amount of $25,000, and a maximum award amount of $1.5 million, based on jurisdiction size.
