Before embarking on an Enhanced Infrastructure Financing District (EIFD) feasibility study for the City of Avalon in 2017, RSG met with City staff to understand the City’s goals and needs in order to confirm if an EIFD was the best financing tool, and to discuss the pros and cons of other tools available. RSG then projected EIFD property tax revenues under four scenarios that considered different combinations of City and County property tax shares. The projections needed to account for a complex negotiated tax sharing agreement enacted by Avalon’s former redevelopment agency that would impact EIFD revenues. A final report provided an overview of EIFDs, the formation process, a projection of revenues and bonding capacity, and recommended next steps.
