RECENT ENGAGEMENTS 

Evaluated proposals to acquire and convert market rate housing into restricted middle-income housing under three Joint Powers Authority bond financing programs for Irvine Community Land Trust, and the cities of Chula Vista, Pleasant Hill, and South Gate.

Conducted a Municipal Services Review and Sphere of Influence update for 28 cities for Riverside County LAFCO.

Prepared term sheets, draft Disposition and Development Agreements, Purchase & Sale Agreements, and Affordable Housing Agreements for the disposition of two surplus land parcels and development of affordable housing for the City of South Gate.

Provided advisory services to the City of Santa Ana in support of adoption of a rent stabilization ordinance and just cause eviction ordinance, including preparation of initial allowable increase, FAQs, notices, fair return petition, and conducting community workshops.

Evaluated affordable housing development proposals and provided recommendations for selection of a developer for the County of San Diego, and the cities of El Monte, La Palma, and Merced. 

Prepared analysis and recommendations for an inclusionary housing in-lieu fee for the City of Jurupa Valley.

Analyzed and provided recommendations for inclusionary housing policy and in-lieu fee calculations for the City of Lompoc.

Evaluated affordable housing development proposals and provided recommendations for funding for the City of Stockton.

Evaluated a petition for a mobile home park fair rent adjustment and provided a determination of allowable increase for the City of El Monte.

Assisted with the preparation of affordable housing funding documents for Orange County Community Services.

Evaluated affordable housing programs and resources, and provided strategy recommendations, for the City of Norco.

Evaluated the current and projected jobs/housing balance locally and regionally for the City of San Carlos.

Evaluated the fiscal and economic impact of development proposals and provided advice on community benefit agreement negotiations for new hotel, commercial, and housing development proposals in the City of San Carlos.

Provided a fiscal and economic impact analysis of a proposed film studio for the City of Banning.

Provided recommendations on negotiation of a cell tower lease for the City of Upland.

Provided economic and community development assistance to the City of Belmont including business surveys, website enhancements, and affordable housing project review and underwriting.

Prepared annual compliance monitoring reports for Housing Authority and Housing Successor entities in the cities of Camarillo, Chula Vista, Coalinga, Daly City, El Cajon, Firebaugh, Moreno Valley, Oroville, Port Hueneme, San Carlos, and South San Francisco.

Negotiated for the acquisition, sale, lease, and development of property for more than 15 public/private development projects aggregating over 2500 homes and 2 million square feet of commercial space.

Spearheaded adoption and implementation of the City of Oakland’s first Economic Development Strategy in 20 years, centered on equity, economic security, and support for women- and minority-owned businesses.

Advanced redevelopment and base reuse plans for the former Mare Island Naval Shipyard in Vallejo.

Facilitated General and Specific Plan updates in San Carlos, Vallejo, and Oakland.

Established an Affordable Housing Impact Fee, rewrote the Inclusionary Housing Ordinance, and managed the Low/Mod housing Fund and First Time Homebuyer Program in the City of San Carlos.

Facilitated a tax allocation bond refinancing and implemented statutory dissolution of the Redevelopment Agency in San Carlos.

Prepared an 1800-unit affordable housing strategy for base reuse and redevelopment on Treasure Island in San Francisco.

Provided technical assistance with Section 108, BEDI, and New Markets Tax Credit financing in Berkeley.

Prepared expert witness analyses for mobile home rent control policies in Santee and San Diego County.

Evaluated proposals for rehabilitation and reuse of ten historic buildings at Crissy Field in San Francisco.
